Vultr is seeking a Manager, People Operations to lead the infrastructure, systems, and operational execution of our People function in a fast-paced, high-growth environment.
In this role, you will own the operational backbone of the People organization, ensuring payroll, benefits administration, HR systems, compliance, and employee data processes are accurate, scalable, and efficient. You will design and optimize the systems and workflows that enable a high-quality employee experience and support company growth at scale.
The ideal candidate is highly analytical, systems-oriented, and operationally strong, with deep experience building and managing People Operations infrastructure in a scaling organization. You are detail-oriented, process-driven, and comfortable working cross-functionally with various departments.
This role is focused on building and running a best-in-class People Operations engine, and not employee relations or HR business partnering.
Team & Reporting Structure
This role reports to the VP, People Operations and directly manages a team of three: a Sr. Payroll & Benefits Specialist, a Payroll & Benefits Specialist, and a Coordinator for onboarding and employee experience. As the People Operations function matures, these areas may be broken out into dedicated centers of excellence.
Key Responsibilities
People Operations Leadership & Execution
Manage the People Operations function, including payroll operations oversight, benefits administration governance, HRIS management, and employee data integrity
Serve as operational owner for employee lifecycle processes including onboarding, changes, and offboarding workflows
Monitor operational performance of People systems and workflows, ensuring scalability, accuracy, and efficiency
Payroll, Benefits & Vendor Oversight
Ensure accurate, timely, and compliant execution of all payroll and benefits-related processes as an oversight with the Sr. Payroll & Benefits Specialist leading the day to day execution
Ensure payroll processes are accurate, compliant, and aligned with internal controls and external regulatory requirements
Oversee benefits administration processes and vendor relationships in partnership with brokers and external providers
Support annual open enrollment planning, system readiness, and benefits program execution
Ensure payroll and benefits systems are properly configured, integrated, and maintained
Talent Management & Employee Experience
Support performance management processes, talent reviews, and succession planning initiatives in partnership with the Senior People Business Partner
Partner with leadership to strengthen employee engagement and organizational health
Collaborate with Talent Acquisition and onboarding teams to ensure a strong candidate and new hire experience
Contribute to the design and continuous improvement of scalable people programs and practices
Systems, Data & Process Optimization
Own and optimize the HR technology stack (HRIS, payroll systems, benefits platforms, and workflow tools)
Ensure accuracy, integrity, and consistency of employee data across all systems
Design, implement, and continuously improve People Operations workflows and automation
Develop reporting frameworks and dashboards to support People Operations visibility and decision-making
Lead system enhancements, integrations, and process improvements in partnership with cross-functional stakeholders
Compliance & Risk Management
Ensure compliance with federal, state, and local employment laws across 39 states related to payroll, benefits, leave administration, and HR operations.
Monitor employment law changes and implement necessary updates to policies, procedures, handbooks, and HR practices.
Develop, maintain, and update HR policies and the Employee Handbook to ensure legal compliance and alignment with business needs.
Maintain audit readiness for payroll, benefits, HRIS, and employee records through effective controls and documentation.
Identify compliance and operational risks and implement corrective actions to mitigate exposure and maintain data integrity.
Support regulatory filings and reporting requirements, including EEO-1 and other federal and state compliance obligations.
Cross-Functional Partnership & Enablement
Partner with Finance on payroll reconciliation, reporting, and general ledger alignment
Collaborate with Talent Acquisition, People Business Partners, and IT to ensure seamless employee lifecycle execution
Support People Business Partners by ensuring operational infrastructure enables effective employee experience delivery
Provide operational insights and recommendations to People leadership to support scaling decisions
Qualifications
5–7+ years of experience in People Operations, HR Operations, Payroll Operations, or a related function
Strong experience managing HRIS, payroll systems, and benefits administration processes
Deep understanding of payroll operations, HR compliance, and multi-state employment regulations
Experience working closely with Finance and external vendors
Strong systems thinking with the ability to design scalable processes and workflows
High attention to detail with strong analytical and problem-solving capabilities
Strong organizational and project management skills with ability to manage multiple priorities
Excellent communication skills with ability to work cross-functionally in a fast-paced environment
High level of integrity and ability to handle sensitive and confidential information
Comfort operating in a high-growth, rapidly evolving organizational environment
Proven people leadership experience, including hiring, coaching, and developing a small team of specialists/coordinators, with the ability to grow and structure the team as the function scales
Preferred Qualifications
Bachelor’s degree in Human Resources, Business Administration, Finance, or related field
Experience with BambooHR and ADP Workforce Now or similar HRIS/payroll platforms
Experience building or scaling People Operations functions in a high-growth or technology environment
HR (and payroll) certification (PHR, SHRM-CP, CPP, or FPC) preferred
Compensation
$100,000 - $125,000
This salary can vary based on location, years of experience, background and skill set.
